Output fails when load applied

So when I have open lines (no solenoid connected) I can see 24VAC where the connection to the solenoid is made. As soon as I connect a solenoid and there is a load, the voltage drops to about 1VAC. So it seems that the controller cuts out when there is a load. Ive tried connecting the solenoid directly to controller and still seeing the issue. I also went and bought brand new solenoids and they are having the same problem. So I’ve traced it back to the controller. Anyone got any thoughts here? I just ran a firmware update and still seeing the problem.
