Setting Flow Sensor / Baseline Flow : Failed! 0.31 GPM Flow Rate too low

I have a healthy Yardian Pro installation that has kept my grass green for months and on conditional schedules.  Today, I had added to the system a new Master Valve, Flow Sensor (Rainbird FG100) and a Hunter Rain Sensor for good measure.    Ran the Flow Baseline.

All four zone do activate and water flows out at the same visual rate as before. All four zones flag as "Failed" and all report 0.31 GPM (which seems lower that appears to be spread on the grass).

This is a Rainbird FG100 and a 4 Zone System.

  The Yardian controller didn't receive any pulse from the sensor, so it shows 0.31 GPM based on the calculation.
