I can see that you only use Manual Program. Is that correct?
You might need to check your sprinkler heads and see if they are working properly.
Otherwise, you might need to adjust you program.
The soil water level is only for Smart Program so please ignore it if you are not using the Smart Program.Conditional program will only be executed when the temperature is over the threshold you specified.

I came here for this issue too. My grass is also dying.
I had a conditional program for 5am on days greater than 90, or so I thought. I assumed this would trigger if any day was forecast to be greater than the setpoint, since of course I don't want to just evaporate all my water during a hot and sunny part of the day.
I request that "any forecast +/- 24 hours" be added at least as a toggle-able option.

I would suggest to use Smart Program which depends on the weather condition already.
Conditional Program is not designed to replace a Smart Program or a Manual Program but to apply extra water for special occasions.Please check out this page for smart watering:
